From what I understand, the proximity sensor is an infrared sensor to measure distance, like the back-up sensors on some cars. I found that this light comes on during times where the phone is trying to gauge its distance to me, such as when using Facial Unlock, or when I make a call, using the smaller camera, or other such events and times. The sensor is not limited to only sensing things that are within inches to it.
The light you see is the light emiting part of the proximity sensor. The red light is very dim because it is emitting mostly infrared light, which is slightly below the visual spectrum of light. See how on the picture, the camera on your phone didnt see its true color?

I have spoken to HTC Customer Services and they confirm that it is a Proximity sensor that can be seen in some artificial lights and sometimes outdoors. Although it is intended to be discreet and not show. A Proximity Sensor that allows the phone to know when it's in your pocket or such things like that. I must say, excellent customer services from HTC. A human answered within one ring (after a short intro message).

Any news on what it's all about
XDA thread claims it is related to speakerphone calling, but the thread isn't backed up

Hi guys! I am Sandeep.
I have also had the same problem in my HTC One X. The proximity sensor light is always on. When I called the customer care, the person suggested me to use the phone in safe mode for a while and then back to normal. It does not work because safe mode does not, by itself, identify the app that is messing up with the sensor.
I found the solution and it worked for me fine. The culprit is viber. I un-installed viber and the sensor is working fine pro-viber.
