That's definitely odd... it does it any time it opens any app? And does it depend on where you're coming from when opening an app?

It only happens on facebook and Twitter so far.
It just happened when I sent the previous response and when I started typing this in tap talk.
I have the same issue but mine does it when ever I open any apps and change from numeric to letters on the keyboard. Also my phone won't go to the lock screen anymore unless I restart my phone.

This flashing red frame started after I installed HTC Sync. Isn't it strange?
Had a call where the issue was a red frame would occasionally flash on the outside of the screen when entering various apps. This was being caused by a setting on the phone and I was able to fix it by following these steps.
From the home screen tap the Menu key > Settings > Developer options > uncheck Strict Mode. If you go into those settings and find it is already unchecked, then toggle the setting by putting the checkmark back on and then go to your home screen and jump back into the settings and uncheck it again.
